**MAKAU WA MUTUA is an Associate Professor of Law and Director of the Human Rights Center at the State University of New York at Buffalo. He has written numerous articles exploring the use of rights language in international law and human rights. He holds a doctorate of juridical science (S.J.D.) from Harvard Law School.
