Laurence E. Lynn, Jr., is the George H. W. Bush Chair and Professor of Public Affairs at the Bush School of Government and Public Service, Texas A&M University. He is the coauthor of Madison’s Managers: Public Administration and the Constitution (with Anthony M. Bertelli, Johns Hopkins University Press, 2006) and the coauthor of Improving Governance: A New Logic for Empirical Research (with Carolyn J. Heinrich and Carolyn J.
