Stephen E. Condrey is a senior public service associate and program director for human resource management in the University of Georgia’s Carl Vinson Institute of Government. He has consulted extensively with state and local agencies in Georgia and across the United States for more than two decades. He presently serves as editor-in-chief of the Review of Public Personnel Administration. Dr. Condrey is the editor of the Handbook of Human Resource Management in Government and Radical Reform of the Civil Service (with Robert Maranto). His work has appeared in numerous scholarly journals.

R. Paul Battaglio, Jr., is an assistant professor of public affairs in the School of Economic, Political, and Policy Sciences, University of Texas at Dallas. His research interests include comparative policy and administration, public human resource management, and comparative political attitudes. His work has appeared in the Journal of Comparative Policy Analysis, Review of Public Personnel Administration, and State and Local Government Review.
