John A. Rohr is a professor of public administration at Virginia Tech. He has written extensively on questions of law and conscience and on constitutional issues in public administration in both France and the United States. He spent most of 1990 in Paris as a Fulbright senior research scholar. He is the author of Founding Republics in France and America: A Study in Constitutional Governance (University Press of Kansas, 1995).
