Governance Ideas for and from the “Knowledge Banks”


Roy T. Meyers is a professor of political science and director of the Sondheim Public Affairs Scholars Program at the University of Maryland, Baltimore County. His publications on budgeting include Strategic Budgeting (University of Michigan, 1994; co-winner of the NAPA Brownlow Prize) and the Handbook of Government Budgeting (Jossey-Bass, 1999). His recent research is on earmarking and budget process reform at the federal and state government levels.
