Donald Klingner, a professor in the School of Public Affairs at the University of Colorado, is an internationally recognized expert on public personnel management, public management, Latin American public human resource and public management, and international public management capacity building and technology transfer. He is an elected fellow of the National Academy of Public Administration and was president of the American Society for Public Administration in 2008–9. He is the coauthor of Public Personnel Management (6th ed.), which has also been published in Spanish and Chinese.
