The Congestion Crisis in American Cities: A Libertarian Perspective


Jeremy F. Plant is a professor of public policy and administration and coordinator of graduate programs in public administration in the School of Public Affairs at Pennsylvania State University–Harrisburg. He teaches and conducts research on public management, transportation policy, human resource management, homeland security, and ethics. He recently edited The Handbook of Transportation Policy (Taylor & Francis, 2007). He is a founding member and past chair of ASPA's Section on Transportation Policy and Administration and serves on the section's executive committee.
