The Contingency of Development Policy and Management


Arthur A. Goldsmith is a professor of management at the University of Massachusetts Boston. He has been a Fulbright scholar, a faculty fellow at the Harvard Institute for International Development, and a senior research fellow at the Kennedy School’s Program on Intrastate Conflict/Interstate Security Program. A specialist on development management, institutional reform, and democratization, he has been a consultant to the United States Agency for International Development, the United Nations Development Programme, and the World Bank. His most recent assignment was with the Commission on Legal Empowerment of the Poor, where he has served as rapporteur for the Working Group on Implementation.
