Kim Moloney is a lecturer in public sector management in the Department of Government at the University of the West Indies, Jamaica. She is also a PhD Candidate in Public Administration at American University in Washington, DC and expects a December 2010 graduation date. Her dissertation explains policy change within the World Bank's public sector management and governance agenda between 1983 and 2007.

Nilima Gulrajani is an assistant professor in the Department of Government and the Development Studies Institute at the London School of Economics and Political Science. Her research interests lie at the intersection of public management and international development and examines the legitimacy, performance and accountability of development organizations. She currently serves as co-convenor of the Development Management Study Group.
