    • Chester A. Newland is the Frances R. and John Duggan Distinguished Professor of Public Administration at the University of Southern California, a past president of the American Society for Public Administration, and former editor-in-chief of the Public Administration Review. Previously, he was director of the Lyndon B. Johnson Presidential Library and twice served as director of the Federal Executive Institute. He is a fellow of National Academy of Public Administration and an honorary member of the International City/County Management Association. Professor Newland shared Kansas roots and national professional endeavors with Elmer Staats.
