William G. Howell is associate professor of government at Harvard University and the author of Power without Persuasion: The Politics of Direct Presidential Action (Princeton University Press, 2003). He has written a variety of papers on presidential power, political institutions, and education politics and policy. He is currently finishing a book that examines congressional checks on presidential war powers.
Kenneth R. Mayer is professor of political science at the University of Wisconsin–Madison. His book, With the Stroke of a Pen: Executive Orders and Presidential Power (Princeton University Press, 2001), won the 2002 Neustadt Award, given by the APSA's Presidency Research Group.
