I was asked to speak on “The Tariff in a Semi-Planned Economy”. The tariff is one of the ways in which the state or its agencies influence the shape and development of the private sector of the economy, and so in a sense “plan” it. But the scope for deliberate “planning” is sharply limited by the logic of the policy—which is the subject of the paper. It is a revised version of the paper distributed at the Winter School, and has taken into account comments on the earlier version at the School and elsewhere.
