    This is no more than a verbatim record, taped and typed and only very slightly polished, of a talk given, more or less off the cuff, in July, 1965. In several respects—such as the dramatic events of the past year in Indonesia, the protracted discussions at GATT of Australia's application for a waiver for her scheme of trade preferences, and the welcome change in policy towards Asian immigrants—it has been overtaken by events. For all these deficiencies, which have failed to persuade the editor to allow me to withdraw this contribution, I must beg the reader's indulgence.
