      University of Melbourne. The title is to be interpreted liberally, rather than literally. In particular, “decade” is taken herein to apply to papers appearing at any time in the ‘eighties or later (a period slightly exceeding 11 years); “at the University of Melbourne” refers to the activities of the group of academics, mainly resident in Melbourne, centred on the Impact Project Research Centre and/or the Institute of Applied Economic and Social Research at the University of Melbourne. This includes participation by individuals whose academic affiliation is with La Trobe, Monash, and the Australian National University (among others). It also includes research by public servants (mainly from the Industry Commission and its predecessor) and by graduate students at several universities.
