Richardson leads production of the U.S. Department of Labor's Annual Performance Report and previously led research for the Annual Performance Report Scorecard published by the Mercatus Center at George Mason University. He earned his doctorate in economics from George Mason in 2009 and authored The Political Economy of Bureaucracy (Routledge 2010), which modeled the federal government as a complex adaptive system.
