Chester A. Newland is past president of the American Society for Public Administration and former editor of Public Administration Review. He has been a fellow of the National Academy of Public Administration since 1975. He was initial director of the Lyndon B. Johnson Presidential Library, and twice he was director of the Federal Executive Institute. He has served on the faculties of the University of North Texas, George Mason University, and the University of Southern California, where he is Emeritus Duggan Distinguished Professor of Public Administration.
